From October 20 to 23, the fourth plenary session of the 20th Central Committee of the Communist Party of China was held in Beijing, marking the unveiling of a new blueprint for the next five years.
The meeting reviewed and adopted the Recommendations of the Central Committee of the Communist Party of China for Formulating the 15th Five-Year Plan for Economic and Social Development, which covers the period from 2026 to 2030. This plan serves as a strategic milestone in China’s journey toward basically realising socialist modernisation by 2035, bridging the past and the future. The 15th Five-Year Plan period marks a new stage for China to consolidate its foundation and accelerate comprehensive progress. How should we view the strategic positioning of the 15th Five-Year Plan within China’s medium-to long-term development roadmap? What new changes can be expected in the goals for economic and social development?
According to the communique released after the plenum, China aims to build a modern industrial system led by advanced manufacturing, significantly enhance the level of scientific and technological self-reliance, expand high-level opening-up, foster a strong domestic market and make solid progress toward common prosperity for all. These priorities outline the concrete roadmap for the 15th Five-Year Plan.
